The cheapest and usually easiest way to go is the SkyTrain Canada Line, a light rail train that goes directly from the airport to Waterfront Station. Usually there’s a special cruise hotel package you need to book to get the “free” parking, which will cost somewhat more than booking their lowest rate, but it’s nearly always going to be cheaper than parking at the port.
